The SetQDOffset method changes this transform into a pure offset with the specified integral horizontal and vertical translation values.
ODTransform SetQDOffset (in Point point);

A QuickDraw point that represents the new offset for this transform.
return value
A reference to this transform changed to an offset transform with integral translation values.

DISCUSSION
The specified translation values are integer values.
